EV training help

Im having a bit of problem with my EV training. I tried to Max out terrakion's speed stats by killing many basculins but the thing is im not sure if the speed is maxed out or not. I started ev training terrakion when he was lvl 42 with 117 speed stat and after a while i finally got 145 (still same level tho) but i dont remember exactly... so i thought i was just halfway through because i read on serebii that max EVs will ad +63 so i kept training but after 5 minutes its still 145... i dont understand this at all. do you think terrakions speed stats are max now?

It might have to do with your Terrakion's Speed IV. If the IV is low, you will have a lower Speed stat. It's helpful to know your Pokemon's IV's before you EV train. But if it doesn't go any higher thanks to the EV training, it is probably maxed out. Also, you get and additional 63 to your Speed stat at level 100. Seeing as you Terrakion is level 42 (just under halfway to 100) it will only get just under half the EV's Stat boosting bonus.
