How to get Lugia on SS?

I wa sjust wondering what U have to do to get Lugia? I have saved the director of the Radio in goldenrod city and got the silver wing from him, but what is the second thing U have to do? I cant get to last gym, is that becuz I dont have Lugia? Please help mee! Big Grin

You should be able to go to the next gym I just got ho-oh on heart gold after beating all the gyms and the kimono girls it might be different for soul silver though

you normally get lugia when you beat all gyms and the kimono girls then you have to go to the whirl islands t and enter the cave. he should be there at lvl40

Yeah, the Kimono girls are in the the Dance Theater in Ekruteak City after the Radio Tower. Then, you can go to the Whirl Islands.
